Fort Concho Museum Board Minutes March 24, 2026 Officer’s Quarters 8 I. Open Session A. Call to Order – Board President Don Barnhart called the meeting to order at 3:32 PM. B. Determination of a Quorum – Site Manager Bob Bluthardt confirmed a Quorum was present: Don Barnhart, Yukio Kuniyuki, Larry Miller, Sarah Cole, Lisa Marley, Ewell Loudermilk, Dr. Michael Powers, Lt Col Raymond Kuderka, Tommy Earnest, and ASU Honors Intern Kaylee Rauch. Absent: Monty Stanley, Tracy Simpson, George Balli, Asher Rogers, and Penny Roberts. C. Approval of Excused Absences – Absences were excused by Board Consensus. D. Introduction of Guests – COSA Parks Director Carl White E. Presentations – See Collections Report F. Public Comment – No public comment II. Consent Agenda 1. Consideration of Approving the February 17, 2026 Minutes – Minutes were Approved and Accepted by Board Consensus. 2. Treasurer’s Report – Treasurer Lisa Marley presented the following report: February 2026, 5 months or 41.7% of the Fiscal Year February Income – Gift Shop up $522 over last year, second best February in 15 years, C@OFC represents Lions Pancake % check, Rent way up, includes late January income, still best in 15 yrs Overall for month up $12,000 from last tear and best in 15 yrs. Year-To-Date Income – Admissions and Gift Shop up over last year Christmas up $9,500 over 2025 Rent up $5,500 over 2025 Overall up 10% over last year and best in 15 yrs Year-To-Date Expenses – Salaries/Benefits 2% below benchmark for this point C@OFC on line with previous years, most bills paid Overall exactly at benchmark for this period Total Income from all sources Oct/25-Feb/26 $651,196 Total Expenses $653,813 Deficit ($2,617) The Treasurer’s report was Approved and Accepted by Board consensus. 3. Site Manager’s report – Bob directed the Board to his attached report in the Board packet. Bob highlighted the Maintenance items for the last month, advertising about San Angelo/Fort Concho in True West, Texas Highways, and the State Travel Guide. III. Regular Agenda 4. Fort Concho/USA 250th Update – Dr. Powers has had lots of media exposure for the special program he has set up. Poster is ready for the next speaker (Thursday March 26 at ASU, Dr. Benjamin Johnson from Loyola University/Chicago). The April 16th event will be back at FC in the Commissary. The FC Speaker Series will start on Wednesday April 1, and it too will have a USA 250th theme. 5. Review of Christmas at Old Fort Concho 2025 and Recommendations for 2026 Event – FC’s Sarah Thieme has lined up some Revolutionary War living history camps. The rate fee(s) discussed last month are grinding through the City’s bureaucracy. Some discussion on an ice-skating rink. Dr. Powers will reach out to ASU on how they did theirs at Christmas. 6. Briefing on Budweiser Clydesdales Visit on April 6-13 – Well under way. Stables provide excellent facilities for the team. 7. Update on Re-scheduling of Chuck Wagon Cook-Off – Tommy Earnest reported the issues that had been raised of continuing the event as planned versus stepping back and re-evaluating how FC needs the event to progress. Postponing to Frontier Day 2027 will be in the Fort’s best interest. 8. Review of Upcoming Events – Info provided in the Board packet. 9. Collections Report – FC Curator Cory Robinson brought a dress uniform coat and dress trousers of a soldier stationed at FC. This was procured through the efforts of Dr. John Langallier, again. Had been in a private collection for 30 years. Also got a helmet used by the 16th Infantry. Quartermaster Sargent George Hollar, served at FC 1880-1885, with total service of 15 yrs in the Army through three (3) enlistments. Cory has records that Hollar married Ann Ranford here in San Angelo in 1884 and died in 1940 at age 82. Coat had some marksmanship medals attached with Hollar’s name on them. 10. 2026 Membership Drive Report – Ongoing at this time, will recede during the San Angelo Gives drive, then back on it at summertime. 11. Update on Fort Concho Social Media – tabled to the April meeting. 12. Approval of Participation in San Angelo Gives and Proposed Project – Dr. Powers made motion for FC to participate in the 2026 San Angelo Gives and seconded by Lisa Marley. Motion carried. With the new LED lighting on Barracks 3-4, it is apparent that the remaining lighting needs to be updated. Bob’s suggestion that this year’s San Angelo Gives project be a lighting upgrade. Our slogan will be “Light Up Fort Concho!”. $25-28K estimated costs. 13. Fort Concho Foundation Report – will meet in April. 14. Update on Barracks 1-2 Visitor Center Project – Fort Concho Foundation funded re-drawing of the plans that are eight years old.. 15. Staff News and Reports – all good at this time. 16. Future Agenda Items & Considerations – Nothing noted at this time. Motion to Adjourn made be Don Barnhart and Seconded by Larry Miller. Motion carried. Meeting Adjourned at 4:30 PM.
