Fort Concho Museum Board Minutes April 21, 2026 Officer’s Quarter’s 8 I. OPEN SESSION A. Call to order – Board President Don Barnhart called the Meeting to Order at 3:31 PM. B. Determination of a Quorum – Fort Concho Site Manager Bob Bluthardt confirmed a Quorum was present: Don Barnhart, Monty Stanley, Lisa Marley, Ewell Loudermilk, Tracy Simpson, George Balli, Yukio Kuniyuki, and Tommy Earnest. Absent: Dr. Michael Powers, Lt Col Raymond Kuderka, Penny Roberts, Sarah Cole, Asher Rogers, Larry Miller, and ASU Honors Intern Kaylee Rauch. C. Approval of excused absences – Absences were excused by Board Consensus. D. Introduction of Guests – No guests present E. Presentations – No presentations F. Public Comment – No public comment II. CONSENT AGENDA 1.. Consideration of Approving the March 24, 2026 Minutes – the Minutes were Approved and Accepted by Board consensus. 2. Treasurer’s Report – Treasurer Lisa Marley present the following report: This report covers Oct 2025 thru Mar 26, the half-way, 50% mark of the City Fiscal Year. March Monthly Income: Admissions down; poor weather days and several days of IT issues (Per Bob – 5 days of no internet, 1876 all over again) Gift Shop up nearly $600 Membership up nearly $6,000 Rent up $1,770 Interest down about $250; varies with the market Overall; for month up nearly $8,000; best of past 15 years Year-To-Date Income Admissions and Gift shop both up C@OFC up $9,100 over 2024 Rent up $7,300 over last year Donations down from 2025 but well above last years’ average Special Events (last fall’s Halloween events) down about 10% due to one event night poor weather Interest about same as 2025 Membership up $6,750 due to slightly earlier mailing and early returns by major donors Overall; up $66,500 over 2025; best of past 15 years Year-To-Date Expenses Salaries/Benefits 3% below benchmark for year Supplies/Services almost 3% below benchmark, but March power bills not posted C@OFC bills mostly paid; overall total virtually the same as 2024 Other line items below benchmark Overall; at 48.1% at 50% benchmark; 1% below 2025 Total Revenue from all sources in 2025-2026 $772,516 Total Operating expenses $753,406 Revenue over Expense $19,110 The Treasurer’s report was Approved and Accepted by Board consensus. 3. Site Manager’s Report – Site Manager Bob Bluthardt directed the Board to the attached report in the Board packet. Bob highlighted that a lot of staff activities were going on. Sarah and Eunice attended the state museum meeting in McAllen. Bob stated that letters and postcards were sent out to potential donors for the San Angelo Gives upcoming campaign. The Fort Concho campaign is to replace the old porch lighting to LED to match the new lighting on Barracks 3 & 4. Bob paid homage to Floyd Bias who passed away on March 30. Floyd, a city animal services officer, helped on C@OFC for many years. III. REGULAR AGENDA: PUBLIC HEARING COMMENTS 4. Fort Concho/USA 250th Updates – With Dr. Powers absent, item was tabled to May meeting. The April event had light attendance. FC’s Cory Robinson is the next speaker at ASU with presentation on the gunboat Philadelphia and its connection to FC. 5. Review of Christmas at Old Fort Concho of 2025 and Recommendations for 2026 Event – Staff are recruiting merchants and reenactors. Bringing the chuck wagons back for another teaser. Sarah working on Revolutionary War camp. Don suggested recruiting local musicians to play in the bandstand. 6. Report on Budweiser Clydesdales Visit on April 6-13 – The Clydesdales were awesome and spectacular. 1500-2000 folks on main day at FC. Handlers received FC Challenge Coins. Dalmatians got skunked. Per Tracy, a good turnout when the team went to Goodfellow. 7. Update of Re-Scheduling of Chuck Wagon Cook-Off – Tommy reported to those who missed the last Board meeting on why FC postponed the April 2026 event to April 2027. Tommy made contact with the Abilene cook off folks and will be attending their event May 8-9. 8. Review of Upcoming Events – Frontier Day is next. 1000 expected. 9. Collections Report – Tabled to May meeting 10. 2026 Membership Drive Report – a little less than $35k so far. More push after San Angelo Gives campaign. Per Bob, FC is in good shape financially at this point. 11. Nominations Report – One slot open. Colleen is out. One possible candidate on deck, tbd. 12. Review of FY 2026-2027 Budget Process – FC earns 2/3 of its operating budget. FC has a healthy fund balance at this time with a duration of around 180 days. 13. Update on Fort Concho Social Media – Tabled to May meeting. 14. Fort Concho Foundation Report – had their meeting before the Museum Board meeting. Investments doing well. 15. Update on Barracks 1-2 Visitor Center Project – Check sent to architect to cover initial costs for re-drawing the plans to meet today’s requirements. Slow going as some of the original core team members are no longer available. Original plans were 85% complete. 16. Staff News and Reports – Sarah and Eunice at the state meeting. One open slot in the maintenance dept. 17. Future Agenda Items & Considerations – Polo May 1 & 2. Bandstand tip bucket for C@OFC? Invite area groups. Bob will converse with Carol and Brendalee. Motion to adjourn made by Ewell Loudermilk; seconded by Tracy Simson and approved by all present. Next meeting: Tuesday, May 19, 2026 Side note: There will be a Change-Of-Command Ceremony for Lt Col Kuderka on June 12 at Fort Concho.
